Hiroki Saito, chairman of the Ryuseikai and an ally of Himuro and his friends since their days in Yokohama, has been released from Hiroshima Prison after a long prison sentence. Saito tries to make amends for his time in prison by volunteering to be the commanding officer of a special attack team that is heading to Tokyo, but Himuro and his friends stop him from doing so.
